Talk to KashmirEdit
This is a non-journal quest. In order to get it, you must talk to Kashmir, who runs Kashmir's Fresh Fish on the Bravil Docks. Talk to her about the smell and ask about soap, and she'll say: "No. The only soap that actually seems to get rid of the fishy smell is called "Emperor's Finest", but it's only available in the Imperial City. I can't afford to keep paying the transport costs to have it delivered here." If you offer to get her some of the soap, she'll be ecstatic: "Really? That would be so kind of you! I can pay you of course. Perhaps, four soap bars?"
Find the SoapEdit
Only one shop in the Imperial City sells this soap - Blue Sands Housewares. It has a base price of 20 gold, so unless you have a really good Mercantile or can haggle the price down, you'll likely be paying 30-40 gold per bar.
Return to KashmirEdit
Once you've procured four bars of soap, head back to Bravil and talk to Kashmir again. She'll thank you profusely and pay you 150 gold.
