Bala is an Ashlander merchant and former lover of a deceased Dunmer noble named Eanen Varam, whom she had fallen madly in love with.

Bala appears in Othrenis after you have completed Rending Flames, approaching her:

"I must find him…I must."

She will tell you about her sad quest. She and her master Eanen had fallen deeply in love. Eanen had told Bala that he planned to leave his wife for her, a plan which was cut short by his untimely death. Now she seeks his tomb, willing to spend the rest of her life, if necessary, to raise his ghost and see him one last time:

"I know it seems strange that I'm in this dark place, but the pain of losing him once was unbearable.
I can't lose him again."
Who have you lost?
"My dear, sweet Eanen. I'm just an Ashlander merchant. He was a noble in his house, but he didn't care.
We had a secret love, but he was ready to risk his status for me. We were to be married!"
Then why are you here?
"He died. It was so sudden. I wasn't even allowed to attend his funeral, but I know we will reunite in death.
I can't find his tomb. I just want to talk to him one more time. Will you help me find him?"
I'll help you find your lost love.

She will ask of you to find Graven Caps:

"Azura bless you! I spoke with a wise woman. She told me to gather Graven Caps near the tombs.
I'd collect some, but the wardens would stop me. I wouldn't even be here if it wasn't for Eanen!"
Stay here. I'll be back soon.

Speaking to her again:

"Search the tombs to the northeast.
I will slip into the center of Othrenis."

After gathering the Graven Caps, return to her and she'll express her gratitude:

"It's good to see you again! I do not like being here alone."
Here are the Graven Caps you need.
"You're a little like Eanen. He was always gentle and kind with me.
Now to find him. I'll search the tombs to the southeast. Would you search to the west?"

Speaking to her again before heading over to the tombs:

"Try the tombs to the west.
I know he's here somewhere. I can feel his spirit."

If you help her to find Eanen's grave, you'll find out that Eanen was actually a cruel and sadistic master. Tired of torturing servants through more straightforward means, he seduced Bala with lies, solely in order to break her heart. This presents you with something of a dilemma, as you must decide whether or not to tell Bala about her lover's faithlessness and dishonesty.

"Did you find him?"
Yes.
"Where is he? What did he say?
I'm shaking. I miss him so much."

If you do tell her, Bala will tell you that she disbelieves you and run away from the graveyard; shortly afterward, you can encounter her ghost down the road, still yearning to be reunited with Eanen. Her body can be found in the water on the southeastern edge of Ebonheart.

Eanen didn't care for you. Your relationship was just a game to him.
"No! I don't believe it.
You must have found the wrong tomb."
You must accept this. He and his wife were laughing at you.
"No! I can't believe that. I won't.
Why? My Eanen wouldn't, no!"

If you exit out of the conversation before turning in the quest, she will say:

"Did you find him?"
He is married and thought little of you. (Leads to quest completion dialogue)

If you choose to lie to her, suggesting she search elsewhere, she will leave to do so. However, this does not save her, and you can find her ghost along the wall south of the docks in Ebonheart.

Eanen's tomb was empty. His body must be buried elsewhere.
"But … but he swore he would wait for me, no matter what!"
His spirit may be wandering somewhere. You should forget him. Go on with your life.
"I can't! I'll search Stonefalls until I find him.
Even in death, I won't give up my love for him."

If you exit out of the conversation before turning in the quest, she will say:

"Did you find him?"
No. He's not in Othrenis. You must go on with your life. (Leads to quest completion dialogue)

If you choose to go along with Eanen's game, she will believe you unquestioningly.

Eanen is waiting for you. He loves you deeply, Bala.
"Oh, thank you!
Quickly, where is his tomb?"
To the southwest. On the left side of the stairs.
"Bless Azura!
Thank you. I'll run to him at once."

If you exit out of the conversation before turning in the quest, she will say:

"Did you find him?"
His tomb lies to the west. (Leads to quest completion dialogue)

You'll find her ghost near the Orenthis Wayshrine whether you told the truth or not:

"The pain of losing him once was unbearable. I can't lose him again."
