Cinosarion is a High Elf adventurer deep inside Rkindaleft. You'll find him in the outdoor area at the base of the waterfall initially. After the quest, you'll find him in the Rkindaleft Foyer.

Before taking the quest he'll say:

"You, there. If you're exploring the ruin, perhaps you could assist me.
I find these unfortunate creatures quite fascinating, and would pay for evidence as to what brought them to their current state."
I'm listening.
"Someone—or something—changed these Orcs. Did you notice the precise scarring and fracturing? They were brutally and methodically tortured, pulled apart, and remade to become what they are now."
Why?
"Hmm? No, the correct question is "how?" This bizarre experimentation was done with great purpose.
I would know the true meaning and goal behind such techniques. Should you encounter any evidence, do return it to me, yes? Yes, good."
I'll see what I can find, but tell me what you mean by "evidence."

After you've accepted the quest:

"Look for anything surgical in nature, or conducive to the manipulation of souls. Skull lathes, counter-rotating bone scalpels, odd gems … that sort of thing.
Of course, any notes you find would be invaluable."
Where do you think these Orcs came from?
"The tales of this place speak of many failed attempts by Orc explorers to crack its secrets. Instead of claiming riches, the ruins claimed them. But who or what has mangled them so?"

"With the limited evidence before me, I would suggest a mythical Dwemer device called a tonal excruciator, thought by some … by me, I should say … to lead directly to the Clockwork City!"

If you've accepted A Heart of Brass:

Glurbasha said you should return to camp.
"Ah yes, Glurbasha. She's terribly bright … and I don't just mean "for an Orc," if that's what you're thinking. Seems I always need to qualify it in this province.
But yes, I'll return to camp shortly."

After you return to him:

"You've returned! Did you find anything of interest?"
I found some evidence of what happened to the Orcs. Here, take these.

Will this tell you what happened to the Orcs?
"A grim tale. Someone attempted to bind Orc souls to Dwarven constructs. Even if possible, the process would destroy body and mind … to say nothing of the soul itself.

If you back out of the conversation before turning in the quest and talk to him again, he'll say:

"A most surprising collection of items! Each a piece of the puzzle, I'm sure. The book likely holds the answers, but it will take considerable time to translate. If it's even possible."
Does this evidence tell you what happened to the Orcs?"
Goes back to quest turn-in dialogue.

After the quest, he'll say:

"You have my gratitude. We may not be able to save these Orcs from such a terrible fate, but their misfortune could yet bear fruit."
