Svana will want an audience with her so she can gain the Jarl's support in convincing High King Svargrim to take action against the Icereach Coven.
However, upon arrival in Karthwatch, the town has recently been hit by a harrowstorm and most of the citizens are dead or harrowed. While looking for the Jarl, her wizard Magister Fridelja is found inside Olfwenn's hall, and she has sent the Jarl into the cellar to hide.
Investigating the cellar, Jarl Olfwenn is found alone, having devolved into a mindless harrowfiend and is crouched in the corner and grabbing at her crown, which must be acquired for Svana. In the process, Jarl Oflwenn must be put out of her misery.
