Pilgrim Fargord is Nord worshipper of Meridia who can be found with Pilgrim Melda at their cart near the main road. He left the temple just before the unnatural storm hit, but was caught up in the aftermath and was left "harrowed". He can now only shuffle around aimlessly and won't respond to any questions.
