Thorfinn is a Nord Dark Brotherhood assassin at a Fishing Hole northeast of Jheury's Cove during the quest The Island Tour, available only during the Heroes of High Isle event.
He stands on a blood-stained fishing platform with his fellow assassins, Medila Faram and Sahurzo. He will advise that the fishing hole is closed, although you must still survey the site to mark it as a dangerous location.
