Eyjar is a Nord Sorcerer found in the Imperial Astrological Society building in Anvil. He has an array of spells for sale, and is also able to determine lucky dates on which certain tasks should be undertaken. This skill is called upon during The Ocean Blue, with Eyjar providing the most auspicious date for the commencement of a westward journey to Akavir.
