Kathrelor is a Wood Elf Trader who runs a general store in the small village of Archad. He purports to have the finest stock of Valenwood origin on the Cyrodiil side of the border, hitting you with a pitch for basilisk hide when first you speak to him.
Kathrelor is overjoyed by the death of the Vicious Aspis in Snakebitten, and will reward you with both tobacco and a pipe to smoke it in.
