Notius Alvich is an Imperial Agent found by the dartboard in The Anchor's Rest in Anvil. During The Rumor Mill, he is identified as a source of the gossip about the Shore-King's returning to depose Queen Millona Conomorus. This is gossip which Kingdom of Anvil's Seneschal, Solvus Orrich, wants you to put a stop to.
Notius will agree to stop spreading the lies for a suitable payment of coin, or if you are suitably persuasive. He will reveal that he has been paid to spread the rumors by one Polonius Victrus, and then will leave the tavern for fear of Polonius' retribution.
