Detailed WalkthroughEdit

The Kingdom of Anvil's Marshal of the Isles, Villina Telvor, resides within Telvor Manor in Charach. As a member of the kingdom, talk to her about duties and petition of redress. Villina is miffed by the West Navy's withdrawal from Duskwatch Keep, and their subsequent neglect of the mounting piracy problem around Stirk Isle. She asks you to deliver a formal complaint to the Navarch of the West Navy, Tiledorus Cadmerius, and will pass you a Petition of Redress for you to take to him.

Travel to Anvil's Fort Telodrach, where the Navarch resides. You'll find him in the Navarch's Tower (accessible through the Captains' Apartments or the top of the East Tower). Speak to him about the petition of redress topic, handing over the document Villina gave you in the process. His response is fairly negative:

"So your Marshal wants us to resume patrols around Stirk Isle, then? I'm afraid that won't be possible at this time. There are many in Cyrodiil City who don't think of the Navy so highly anymore, and the recent budget cuts have forced us to only spend resources where they are necessary. Right now, fending off raiders in the Blue Divide is more important to the Empire's security than dealing with a few jumped-up smugglers in the Abecean."

Return to Villina to deliver the bad news. She's perplexed that the Navy couldn't send anything, but is nonetheless unsurprised by the response. She'll award you with 100 gold for your travel expenses.

She ordered me to deliver a petition of redress to Tiledorus Cadmerius, the Navarch at Fort Telodrach, and request that the Navy resume its patrols around Stirk Isle.
20		I brought Villina Telvor's petition of redress to the Navarch. He refused to have the West Navy resume its patrols around Stirk Isle, claiming that budget cuts and peacekeeping in the Blue Divide had left them without enough resources to do so.
100	Finishes quest	Villina Telvor thanked me for delivering the petition of redress, although she was disappointed by the Navarch's reluctance to deal with Abecean piracy.
110	Finishes quest	Villina Telvor was furious that I killed Tiledorus Cadmerius. She said that she would never entrust me with any more duties and told me to get out of her sight.
