Skeggr is a skeleton that can be found underwater, near a capsized rowboat, just north of the Wreck of the Winter War. He is next to Advard.
He can also be carrying a leveled one-handed weapon on him.
To the west of the capsized boat, you can find their small camp. On one of the crates there is a fisherman's journal.
