Dundius Abelius is an Imperial commoner who can be found on the second floor scaffolding in the Imperial Census Office at Ebon Tower in Old Ebonheart. He is the foreman of the construction crew working to repair the building, although they haven't gotten far with the plans available.
He wears only a pair of common pants.
Aside from his natural charm and ability to absorb fatigue from others, he knows no spells.
