Harald Swift-Oak is a Nord scribe and an Inspector of the Census and Excise Office. He can be found within Old Ebonheart, inside the Imperial Census Office in the citadel of the Ebon Tower. At the time of your arrival he is sorely missing his best clerk, Nagheen, who has disappeared into the sewers with a vitally important scroll. Harald will send you after him in order to retrieve the item.
He wears an expensive robe, a pair of expensive pants, and a pair of extravagant shoes.
Aside from his natural resistance to shock, immunity to frost, ability to shield himself, and a natural frost damage spell, he knows the following spells: Restore Endurance, Variable Resist Fire, Variable Resist Frost, Variable Resist Magicka, and Vitality.

- As with other members of the Census and Excise Office (specifically Attrebus Ayonis and Nemon Sadras), Harald is a reference to one of the prominent TR developers at the time of that location's release, named Swiftoak.
