Sanvyr Ruthan is a Dark Elf Rogue who appears outside the Imperial Commission in Andothren during the events of Cell Bound. Intending to collect on a 500 gold debt owed by the apprentice, Samay, he is easily pushed towards violence - in which case, you must kill him.
Sanvyr can however be paid off with the gold owed, in which case he and his band will depart without further issue.
