Velms Braven is a Dark Elf commoner and drunkard found frequenting The Dancing Cup in Bal Foyen. Prior to the events of Bal Foyen Charity it appears that he has insulted a prominent noble of the city - Mels Mathyn. While Mels notes that he could easily get one of his people to deal with Velms, the idea of sending a Temple representative to rough Braven up proves amusing to him. You can do as Mels wishes and beat Velms Braven, or induce him to apologize to the offended noble with some careful persuasion.
