The Imperial Legion Customs Watchtower is actually two towers that flank the Waterfront Tunnel gate to the Waterfront District. They can be accessed through the Imperial Legion Customs Office, but both towers are off-limits to the public.
The watchtowers have two floors; the bottom floor is a gathering/dining room where soldiers can grab a quick meal or sit down for a few minutes before or after their shift. A ladder leads up to the second floor, which is sleeping quarters. A short passage leads to the upper floor of an adjacent tower, which has more bunks.
The lower floor of this tower is unused and full of old crates and barrels. A door leads to the Imperial Trading Company Warehouse, but is locked and has been boarded up from the other side.
