Better Cities:Waterfront Tunnel

The Waterfront Tunnel links the Waterfront to the Temple District, and also provides access from the docks to the Market District without the need to transport goods through the streets of the city. The Undermarket Tunnel contains many alcoves for merchants to rent, and some poorer citizens have their homes here too.
