Rancius Osto is an Imperial rogue and one of Otrebus Delagia's thugs who can be found on the ground floor of The Empress Katariah in Old Ebonheart. He only appears if you get arrested during the events of the Thieves Guild quest 'Infiltrating the Gang', resulting in the Thieves Guild going into hiding and Delagia's thugs taking over The Empress Katariah.
For protection, he wears an iron cuirass, a set of iron greaves, and a pair of Colovian fur boots. For clothing, he wears a common shirt. He wields an iron morningstar.
Aside from his natural charm and ability to absorb fatigue from others, he knows no spells.
