Shanda is a Khajiit slave owned by Rantela Irenam, who can be found in Irenam Manor in Port Telvannis. If you find the dead body in Redram Oran's house, she can tell you it is Redram Oran himself. Additionally, if you are a member of House Telvanni and have talked to Inera Ilneram about getting revenge for his death, you can decide to betray Rantela by planting evidence of Imperial espionage on Shanda instead of Oka-Tei.
She wears a common shirt, pair of pants, and a slave's bracer. Like all Khajiit, she can see well in the dark and can demoralize others for short periods, but otherwise knows no spells.
