Poisoned Rat Meat is a kind of unique rat meat that have been poisoned by unknown means, and can be found in The Fetcher's Pawn and Rifskald Whalebane's House in Old Ebonheart.
You can feed it to Halli the Wolfdog in Hhontjulf Fire-Mane's House to kill them, though this will be deeply upsetting to Hhontjulf. If you are doing the Thieves Guild quest 'When the Nord's Away...', killing Halli the Wolfdog will also disappoint Cap'n Fentus and your reward will be reduced.
